Program Manager Job Description Updated January 9, 2017

The Program Manager for youth and adult services is responsible for planning, organizing, directing, coordinating and evaluating workforce development activities. This position is in charge of program oversight, quality assurance, compliance monitoring, technical assistance and effective continuous improvement for workforce program services in compliance with the WIOA law. In addition, this position will be responsible for sector strategy oversight of one or more industries and partner convening. Essential Functions: (Performs functions that may include, but are not limited to the following):

Program Management: • Provide oversight for contracted youth and/or adult services including program and policy development, case file and data management, performance and monitoring, and policy development to ensure compliance and best practice, through formula and discretionary grants; • Responsible for staffing advisory work groups including agenda development and minute taking • Promote the Clackamas Workforce Partnership and its provider’s activities throughout the region through organization’s website, social media network, committees and boards, and community network platforms.

Sector Strategy Development: • Work with workforce and economic development partners to research sector growth opportunities and projections to recommend sector focus and strategies including key industries in Clackamas County and regional areas; • Connect industry to emerging workforce work experience activities; connect qualified job seekers to employers, and participation in industry workforce network groups; • Collaborate with industry and workforce training partners to improve access and evaluation of qualified candidates; • Engage partners to work on deliverables of the identified plan within each industry; • Write and update stories that promote activities and successes.

Partnership Building: • Facilitate and maintain information sharing among community stakeholders, partners, and providers; • Prepare relevant funding proposals and lead a team in drafting project proposals; • Establish and maintain strong relationships with business, government, educational institution leaders, community members, stakeholders and underrepresented populations. • Attend and represent organization in meetings, lectures, seminars, and presentations related to program development and related areas of responsibility at the local, state, regional and federal levels as needed; • Other duties as assigned.

Qualifications:
Candidate should understand the principles and practices of workforce development programs and systems and the Workforce Innovation and Opportunity Act. • Education requirements: must have bachelors degree or current work experience equivalence working in project/program management, business management, customer service, and/or business; • Experience requirements: must have substantial work experience (up to 5 years preferred) in planning, developing and researching or other work directly related to program administration, public relations, business outreach, workforce development and community development; • Knowledge of program design and community outreach; • Strong interpersonal communication skills, strong writing skills with an ability to prepare clear, concise materials; and • Desired, but not required, knowledge of Clackamas County and system design.

Demonstrated ability to: • Manage complex projects with multiple stakeholders; • Oversee state, federal grants and grant/contract management; • Communicate professionally and effectively in writing; • Creatively problem solve and find solutions; • Gather, analyze, and interpret data to present ideas, conclusions, and factual data in clear and concise written and verbal formats; • Work in partnership with other organizations and groups; • Identify and evaluate project and program elements; • Work with staff and community partners to coordinate project and program activities; • Establish and meet designated timelines; • Work independently and as a team player; • Work collaboratively with diverse groups of individuals, which could include underrepresented groups. • Show above average computer literacy and familiarity with Microsoft Office software and programs.

Additional Requirements: To perform this job successfully, an individual must be able to perform each essential function satisfactorily. The requirements listed below are in addition to the essential functions and required skills: • Valid Driver’s License • Properly licensed and insured automobile, available for use during work hours. • The employee is required to be present in the workplace on a regular and reliable basis. Normal work hours are M-F 8:00 am to 5:00 pm; however, occasional evening and/or weekend assignments may occur.

Compensation: • Strong benefit package; • Starting salary range $51,000 - $55,000 annually. • This position is made possible through grant funds.
